Türkiye Plans to Phase Out Single-Use Plastics Under National Zero Waste Strategy

Türkiye is preparing to introduce new measures aimed at reducing plastic pollution, as the country moves forward with plans to gradually phase out a range of single-use plastic products.

The initiative is part of the country’s broader Zero Waste strategy, led by the Ministry of Environment, Urbanization and Climate Change. Draft regulations currently under review propose banning the sale of several common disposable plastic items, including plastic cutlery, plates, cups, straws and cotton buds.

According to officials, the regulation is expected to begin implementation in stages, starting with restrictions on the supply of certain single-use plastic products to the domestic market. In later phases, the policy may expand to cover items that partially contain plastic, such as wet wipes, cleaning cloths and some types of packaging bags, which would require clearer labeling or further limitations.

Authorities estimate that the proposed restrictions could prevent emissions equivalent to approximately 1.5 million tons of carbon dioxide each year, while also reducing national waste management costs by nearly 1.5 billion Turkish lira annually.

Growing Focus on Circular Economy

The proposed measures are closely aligned with Türkiye’s 2025–2028 National Circular Economy Strategy and Action Plan, as well as its roadmap addressing single-use plastics, marine litter and microplastics. These frameworks aim to encourage the adoption of more sustainable materials, including glass, wood, cardboard and other environmentally friendly alternatives.

The urgency behind the policy is reflected in recent consumption data. In 2022 alone, Türkiye used more than 700,000 tons of single-use plastics, including large volumes of beverage bottles, disposable cups, food containers and plastic utensils. Consumption of these products has continued to increase in the years since, contributing to growing environmental concerns.

Earlier Measures Show Positive Results

Türkiye has already implemented several initiatives to reduce plastic waste. One of the most notable policies was the introduction of paid plastic shopping bags in 2019. Since then, the country has significantly reduced plastic bag usage, preventing millions of tons of plastic waste and lowering greenhouse gas emissions associated with plastic production and disposal.

These results have encouraged policymakers to explore further restrictions on disposable plastics across other sectors.

As governments around the world introduce similar policies, the foodservice and packaging industries are increasingly seeking materials that can replace conventional plastics while still meeting performance and safety requirements.
